OPERATION FIREWALL
Operation Firewall is the governing review system of USGAC: a fixed method for determining whether public power was lawfully exercised, whether claimed authority was valid in fact, and whether the resulting act can lawfully stand. It is not a discretionary framework, a policy preference, or a modern theory of institutional reform. It is a fixed system grounded in immutable standards of lawful order that predate the modern administrative state, predate positive law, and stand beyond novelty, preference, argument, or institutional convenience. Its standards are not invented, negotiated, or contingent; they are inherited, settled, and enduring, confirmed across centuries in first principles of law, lawful authority, due process, fiduciary duty, and public accountability, and recognizable to all men as true when plainly stated and faithfully applied.
Operation Firewall begins from the controlling question that governs every public act: whether lawful authority existed to act at all. It answers that question through two integrated functions.
- First, it applies the Firewall of Law, the governing standard that defines what must be true before public power may lawfully exist by testing lawful source, lawful delegation, lawful limits, due process, accountability, and conformity to the immutable principles of law.
- Second, it applies the Chain of Authority, the operational test that determines whether those conditions can actually be demonstrated in fact through a complete and continuous chain from source, to delegation, to jurisdiction, to act.
The Firewall defines what must be true; the Chain determines whether it is true in fact. Together they form a single system of lawful validation. If claimed authority cannot survive both inquiries, it fails. If authority fails, jurisdiction fails. If jurisdiction fails, the act is without lawful force. The result is binary: lawful authority exists or it does not, lawful force arises or it does not, the act stands or it is void. Operation Firewall is not advocacy, commentary, or political opposition. It is a fixed system of lawful review grounded in immutable standards and used to test public acts, identify structural breach, and record the result as a matter of public accountability.
